COMPONENT 3: Strengthening of the key competencies regarding digital and entrepreneurial skills

Component 3 in brief:

The activities under this component will bring Bosnia and Herzegovina (BiH) a significant step closer to integrating both digital and entrepreneurial skills into education following the EU DigComp and the EntreComp frameworks. This will lead to advanced digital and entrepreneurial competencies within the BiH education system.

A situational analysis indicates that BiH reports significant progress in the field of entrepreneurship in the school system, while the development of digital competencies remains a considerable challenge.

Given that digital technologies are an integral and ever-evolving aspect of modern society, incorporating information and communication technologies (ICT) and embedding digital skills within the education sector has become essential for the vocational education and training (VET) as well. This helps to successfully address the labour market’s growing demand for digitalization.

With this in mind, Component 3 of the project focuses on creating a roadmap for integrating the DigComp framework into the education system (covering primary, secondary, and vocational education). This includes developing programs and training aligned with DigComp, as well as producing a report and guidelines for revising curricula and integrating entrepreneurial skills into formal education (ISCED levels 1 and 2), ensuring alignment with the EU EntreComp framework.

Digital skills not only enhance teaching methods but also improve the management and administrative functions of educational institutions. By equipping students with these skills, the education system can significantly expand their employment opportunities in the contemporary labour market.

Based on the previously developed training programmes/ modules for all key groups involved with integrating digital competence into educational systems, piloting training for 100 trainers (Training-of-trainers) will be conducted to ensure the long-term sustainability of the training programmes.

WORKING GROUPS – as the primary mechanism to support the implementation of Component 3:

Digital Learning Working Group (DLWG) which consists of representatives of the following institutions: MoCA; All ministries of education; Pedagogical institute of cantons, RS and BD; Institute for development of pre-university education (Canton Sarajevo); APOSO VET department in Banja Luka;

Note: The DLWG also covers activities related to EU EntreComp framework.


IMPORTANT NOTE:

In accordance with the Conclusion of the Government of the Republic of Srpska, number 04/1-103-2-880/25, adopted at the Government session on March 13, 2025, it was decided that the institutions of the Republic of Srpska will withdraw from the project "EU for Vocational Education and Skills Recognition in BiH." The decision was submitted to the project team for notice on March 26, 2025.

The project, in cooperation with other partners from the Federation of BiH and Brčko District, continues to implement the planned activities. Former partners from the Republic of Srpska are invited to rejoin the project activities should there be any changes to the aforementioned decision in the future.
